I don't doubt the guy who died was an asswipe, but this will only further destabilize the region and probably only further fuel the spread of militancy in the Levant.

Given the information, Hezbollah or HAMAS seem the greatest likelihood. This guy wasn't a big player anymore, apparently, and Israel doesn't seem to gain anything by it.
Another option is the Lebanese government. Fatah has been making noises about these "Refugee Camps" and the treatment of Palestinians in Lebanon. This could be their method of saying "sit down, shut up, you're the designated losers."

I don't know anything about bombs or assassination, is it common for bombs to go off on the wrong time by hours?

With amateurs, sure. Explosives is a complex and confusing subject; I learned just enough about it to leave it to the experts.
On the other hand, if it was Hez., HAMAS, Mossad or the CIA, I wouldn't expect such a mistake. They all have quite excellent bomb makers.
