- Why would anybody bother nuking Montana? Or Wyoming? If it came to civil war and nuclear exchange, I would think that L.A, Chicago, N.Y, Atlanta, Dallas, Seattle or Houston would be targeted.

You should rethink Colorado - the northern part of Colorado (hitherto known as the People's Republic of Boulder, Fort Collins and Denver) would not be part of anything with the word Bush in it. I also think that Idaho (aka the Skinhead Survivalist Territories) wouldn't be part of a nuclear waste - a waste, just not nuclear. Really, the only place that could be justified as nuclear waste would be Kentucky, Virginia, West Virginia and D.C - oh and don't forget Kansas.
