OpenOffice.org had a graphics program in their free office suite. I haven't used it, though, so I can't say how it compares to Paint. GIMP is an open-source Photoshop stand-in, right?

options are not unlimited. these depend primarily upon two factors: how creatively inclined one is as an individual, and how motivated to LEARN methods of implementing that creativity.

several good drafting programs exist. one can learn them. this is a proccess requiring a commitment of between 6 months and a couple of years, and at varying levels of financial investment.

one can learn one or more of them. one might hire someone who has. or one might generate their maps entirely outside of the computer and by one of several methods scan them in. (these include an actual scanner, a digitizing tablet and its accompanying software, or some form of digital photography)

those are the basic three options.

(one more reason i'm glad i DON'T have vista!)

Vista works fine. I have paint, GIMP, and Vista and they all play nice.

Maybe it's the inexperience of the user?
