Anything you post on the internet is pretty much public, the location of the servers notwithstanding. And federal agencies tend to have broader authority to spy on non-Americans, since you don't have Constitutional rights or any such silly roadblocks.

Jolt servers now sit in New York City. This site is owned by Brits and managed by the Irish, hosted in the USA, on behalf of an Aussie author, as interpreted by mods in the UK, the US, Australia and New Zealand.
Information is international, folks. The Innertubes don't necessarily see international borders anymore.
