I imagine somebody is in for some serious prosecution though. I understand the Japanese take preservation of historical sites quite seriously, and you cant just go around pulling bits of them off and throwing them into moats.

On the other hand, the part where the crowd of people RUNS from the guy is hilarious.

The short of it is, he is (apparently) a Spaniard (That's what he told police) who SAYS that the bag of a friend fell into the moat around the Imperial Palace in the middle of Tokyo and he, uh, he removed his clothing and went to retrieve the bag.

Witnesses say that he threw in all of his stuff by himself and then went for a swim in the moat. The people seen in the rowboats were police officers who normally guard the palace and the emperor and were trying to get him out when he decided to start throwing rocks at them, at other policemen, and attempting to smack people with a traffic barrier pole before falling into the moat again. He finally climbed out of the moat onto the grounds of the imperial palace where he surrendered to the police.

WHY he decided to do this however...

Last time this happened the emperor gave the foreigner a imperial flag as a souvenir.

One of the Yomiuri headline articles today was about clkeaning up the moat.

The Environment Ministry has launched a project to improve the quality of water in the moats around the Imperial Palace by increasing the water circulation.

The ministry aims to do this by pumping groundwater and other water into the moats. It hopes the project will help counteract the summertime heat-island effect in central Tokyo.

Will this plan improve the water in the moats around the Imperial Palace that tourists frequent?

I guess that includes tourists as well as algae. Although I wonder if they will re think their plans to attract more tourists...

TOKYO, Oct. 7 (AP) - (Kyodo)—A 40-year-old British tourist was taken into police custody Tuesday after swimming naked in a moat beside the Imperial Palace in central Tokyo, police officials said.

Television stations broadcast video footage of the man swimming naked in broad daylight.

The police said they caught the man at around 1 p.m. after he allegedly resisted officers who tried to persuade him to get out of the moat and climbed a stone wall at the site.

Witnesses said he climbed the wall and jumped down, hurled stones and bricks from the bottom of the moat at passers-by, and once got ashore and swung around a pole in front of police officers.

The man, a resident of Spain, was on a sightseeing trip along with seven Spanish tourists, according to the police.

He jumped into the moat in Tokyo's Chiyoda Ward at around 11:20 a.m. after reporting to a nearby police station that he had dropped his bag in the moat, they said.

But it is fun to watch someone get tasered. Especially if they are yelling and disrupting a public event. From my experience J cops are nice until you get arrested and taken into custody. Then you get locked up in solitary with only a daily council with a lawyer and a bible to read (actually got the translated confusion classics). As they try and make you Confess.

The average Koban Joe Suzukis are generally nice, when they aren't pulling the Existing While Gaijin stops. It is indeed the detectives and crime squad types that are the nasty pieces of work. When it comes to the prison system, it's a mixed bag, IMO.

Edit: Note we had an incident where I live a couple years back where the cops charged a schitzoid guy w/ what at the time was thought to be a real pistol (turned out to be an airsoft).

Judging how to appropriately take down nuts caught in the act seems to be a skill the J-cops have got down. It's when they're dealing w/ the non-nutters or nutters not caught in the act that they seem to fail.

HE did near hit the officer on the boat with a stone. I think they could have used more force justifiably. So I wonder when the emperor is giving him his flag.
