Inoffensive centrist democracy means that you're pretty neutral in the world of NationStates. You're not too concerned with welfare but you're not really concerned without offing it. You aren't pro-business but you aren't against it. It basically means that you're more or less neutral on the major issues but as you vote on issues that come in that will change to whatever (a.k.a. Anarchy...). But yeah it's nothing bad that's where most nations start.
