Identify This Bit Of Russian Memorabilia

I was sent this pic of an item found in Kosovo near the site of a cluster bomb strike (he's out there doing mine clearance), and he asked me to identify this for him.

It didn't take me long to figure out what it was, but since some of you seem to think you know your Russian equipment better than I do, I'll give you an hour to come up with the answer.

This is especially for those military aficionados on this forum, especially those who are Russian.

I'll even tie in a Firefly (the Serenity movie) joke at the end.

It's ok, they're civilians doing mine clearance (ex-military).

No correct answers yet... and the image isn't modified.

The item is not some super secret device.

the parts coming off are definitely not fins due to:

1) being at the front (though I won't go out on that being a rule)
2) I can't imagine any equipment that could launch it
2a) if the fins deploys after launch...well there is just no room for them
2b) if the fins did deploy after launch they would not be gleaming
3) unstable shape

My guess is a RPG round of some sort, based on the head I'd say it's an anti-infantry, probably fragmentation type.

or it could be a lightsaber.

Specifically, one from a MIG-23.

As seen on the MiG-29 (note the same position, but slightly different fins)
