Pennywise (at least the version from the mini-series) was not even remotely frightening. In nearly every case, It literally sat there and allowed its victim to escape (the shower scene immediately springs to mind), or else puts up only a half-assed effort, making escape about as difficult as blinking.

I go for Pennywise because like a real clown, the grown-ups either ignore him or are only mildly uncomfortable when he's around. Only the chldren know how scary he really is.

Whereas the Joker pretty much terrorizes everybody he meets.

I prefer to keep em guessing. :)
