If you have to ask that question, you're not really paying attention. I don't mean that as an insult, but come on. Books and other events are timed to have as much political effect as they possibly can, especially in election years or when major legislation us up for vote. I won't go as far as to suggest that they can, in and of themselves, turn the tide of opinion, but they are one wave in a series which, if enough get together, can certainly reverse expectations.
Asking the question of why anything controversial is released during an election cycle is almost disingenuous.
