Of course it's true. The people who are in the slower line spend more time in that line, by definition, than the people in the faster line, so if at any random moment of time you happen to notice a difference in speeds between your line and the next one, the odds are that you will see you are in the slower one. This is compounded by observational bias: you are more likely to happen to notice a difference in speeds if you are in the slower line, because by definition the people in the slower line have more time on their hands, and are therefore more likely to look around idly and notice such things.

I know it works on the freeway at rush hour. Whatever lane I'm in is the one that's not moving - all other lanes are going at least 40 mph - and I'm not moving. I can't change because everyone else is going too fast and the off ramp is half a mile away - invariably.
