Because there's no point. As I understand it, it's not so much a wall as a sieve - anyone in China can get around it pretty easily.

Ahh, whenever I hear about it in the news they make it sound like this impenetrable force field that prevents the Chinese from getting any information their government doesn't want them to have.

Its a firewall for the most part ... it not be designed for content filtering really ... and when applied towards that fails miserably with the nature of network technologies
Firewalls are designed to block specific traffic at a layer 3 level not higher. (Layer 4 on some ...)
And at that it is designed to keep unwanted communication out not in for the most part (except in very specific cases)
Note (if it is not clear the "Golden Shield project" is not actually a true firewall but many of its features take on or use them which have inherent problems)
The way I understand it the Golden Shield Project is more about upgring Chinese intelligence technology than internet filtering. This is just a small part of the project, and is not the main aim.
Also the threat of being identified of circumventing or hacking the firewall is in itself enough to deter some, and that's good enough, especially if you make an example of those you do catch.
