I use MS paint as well. You don't need anything specific to make maps. I use MS paint to make sprites as well.
Anyone have any programs? MS Paint doesn't agree with my computer

Exactly which part of drawing a map will it not handle?
Any others?Pens, pencils, paper, and your own hands. Then get a scanner.
