most of which would be good things (other then the yale and bussiness, which is one of reality's major sillinessess), possibly the real motivation behind it, and precisely why it is somewhere close to probability zero.

Obligation for Service- It is the obligation of every citizen of the United States, and every other person residing in the United States, who is between the ages of 18 and 42 to perform a period of national service as prescribed in this title unless exempted under the provisions of this title.

Magic 8 Ball (http://web.ics.purdue.edu/~ssanty/cgi-bin/eightball.cgi) says no. The past results of the same bill in 2003 and 2006 (Vetalia pay attention there - 2003, 2006, 2007 =/= every year. ;)) say no. The military says no. You get the picture, no?
