Civil is a reference to "domestic" in this case. Though, if we were to continue down the original line of logic, I'd guess we'd have to call it "War between an oppressive government and it's pissed off civilians". Doesn't have quite the same ring, though.

It's civil if you ask permission to shoot someone and make sure you always say please and thank you :) Example:


"May I please shoot you sir?"

"Why, sir , that would be rather inconvenient."

"Please sir. It would be greatly appreciated."
