I have recently purchased a copy of DEFCON, its a wargame simulator in which a player controls a whole defense force. Not much in the way of politics but just as war, there are defcon levels which grant nations time to prepare and defuse the potentially nuclear situation.

until a more definite system for war is devised this may yield maximum simulation as the game allows for many online plays and spectators.
