You are not being clear as to what you consider idiotic. Is it the mere fact that a handful of Republican Representatives think this bill has merit? I'm not sure even it's sponsors think it is anything more than symbolic.

What is so bad about this new Bill being proposed? It seems like a great idea to actually get those in government to start think about what this country should actually be about, not some grande delusion they fill their heads with.
That said, is the government stupid? Not really. Are they Corrupt? Verying degrees of yes and YES? Are they a long list of other things that are not good? Most yessly.
