I've guessed it means a government where the state has a hand in the economy in favor of the buisnessmen, but I'm not sure. So, what does it mean, exactly?

It means exactly what it sounds like. The government is selling itself to the corporations for financial resources, and is getting used by them to enforce policies favorable to the corporate interests.

Like for example, how post-Saddam Iraq is being whored out to Halliburton amongst other conglomerates. Well, the parts that aren't being blown to shit by the insurgency that is.

Yeah I believe when the CPA and Bremer handed over to the interim government they made sure their neoliberal reforms stayed in place, they are mainly a 15% flat tax and no limit on foreign private ownership of Iraqi assets etc, Iraq was an attempt by the neocons to create a 'corporate utopia' in the Middle East, which is mostly a region of protectionism and government regulation over oil industries. Halliburton, Blackwater, it's all just a big part of the wholesale privatization of war and the establishment of a new kinda peak oil economy based upon war in oil rich countries.
