Or...is this just par for the course for politicians, and the Republicans know that getting one of thier own into office will be next to impossible becuase of the failed administartion we now have, so they have to use rediculous claims like this to attempt to sway public opinion?

It is common, but I do think that someone getting caught doing it so poorly is a good opportunity to call everyone on the practice. Yeah, she's a sacrificial lamb in this that she's taking the brunt of what essentially a 'collective sin,' but it does deserve to be news.
If we become complacent with this kind of thing we sort of surrender to the nonsense.
Ultimately it will have little effect on her numbers, those who already hate her will add that to the list, those that like her will make excuses or ignore it. But the practice itself certainly deserves to do some withering in the light.

One of the things that really really irritated me during the Bush terms has been his defenders tendency every time Bush was caught doing something despicable for them to point to something someone else did and be all, "But but...Billy did x so it's all okay..."
I'd hate to see that tendency transfered.
The point would remain valid only to illustrate how common the practice is and that we should call it out.
She is a politician. Think about that for a moment.

Maybe if I'd said "Fuck you, I'm a dragon" more people would have got it. Anyway, from what I understand, the original question was about energy policy and that it wasn't asked because Clinton didn't feel familiar enough with that issue or something along those lines. An energy question seems perfectly legit to me and I would have looked forward to the answer. When a presidential candidate can't answer tough questions they probably won't be capable of making the tough calls and don't, in my mind, deserve the position they seek. That goes double for Republicans and Libertarians, I hold them to a higher standard. Except when they eat babies.

I beleive that Hillary Clinton is a paranoid control freak deeply scarred by her time as First Lady and the unforgivable and false assault on her by the Right Wing, and that this program is part of her very paranoid, control freak style of campaign management. I do not beleive that either Barack Obama or John Edwards (or, for that matter, Dennis Kucinich) engage in this behavior. I am fairly certain that Chris Dodd and Joe Biden do not. Mike Gravel doesn't have enough supporters to plant questions, so the question is moot. I hope that this helps to open the eyes of my fellow Democrats to the fact that Hillary Clinton is not fit to become our party's nominee, and that we need to have change we can beleive in, not just change as a slogan for an establishment, by the textbook campaign.

Usually, they are just much smoother about it: they suggest questions to strong supporters, who will be happy enough to play along. They don't just grab some random woman and say, "Here, read this."

Usually when these things are raised the outrage is usually directed at the one individual rather then the practice as a whole.

The problem is that the Bush administration and its appologists have muddied the water so much that "so and so did it" has come to mean, tacitly, "so it's okay," so we have to be clear that like behavior is just as bad, not an excuse.
