What's the problem with it?Are you sensitive to violence?Yet on Nationstates there are tons of references to wars and murders.Is it immature?Who says you can't play around if you're a grown up?Is it just some unwritten code of conduct/tradition?I thought reason and freedom are usually well regarded here.
It's a smilie supported by the forum, why are people always drawn attention not to use it?I think it's just pretentious.

Because it's VERY disproportionally used by only the most annoying new posters. You know, the ones whose posts consist of "LOLOLOL omg fags!!11!1!! :upyours::mp5::gundge:"

I've always wondered about that seemingly irresistible pull of the gun/sniper/upyours/gundging smilies. Is NSG the only place on the internet to have anything like that so that it's just sheer enthusiastic delight in finding such wonderful little smilies? No? Something else?

Either way, there is just simply almost never a way to use those smilies in more legible/serious/bearable posts apart from only once in a while and mostly in sarcastic or joking contexts.

There is a general dislike for the smiley because it is associated with n00bs. Most people around these parts tend to avoid using it because we're far more articulate and we're able to express ourselves with words and not bullets. :p

The smilie might simply have a certain appeal to shooter games fans,for example.

Heh well the smiley is certainly not banned, nor is it's use discouraged. However seeing as the majority of it's usage come from 'dumb noobs' it certainly has been associated here, in this place, as a certain sign of 'dumb noobs'.

So while you are right when you say that this sign should lable it's user as 'dumb noob', here in this place by the majority of people, that is exactly what it signifies.

So use it if you want, as I say it is not banned nor is it's usage discouraged, but be warned, if you do use it, you are more than likely going to be treated as 'dumb noob'

A great many people are immature and childish, in the most literal sense. Ooh! Guns! Colours! Animation! Things that go BANG BANG! What fun! (I spare you the txtspk, spelling errors, lack of capitalisation and multiple exclamation marks that generally accompany such outbursts.)

I'm honestly not sure where you are going with this. You asked for why the sniper smiley is perceived the way it is - how else can we possibly answer this if not by telling you that it is because it is usually used by only the most annoying new posters?
I can see how that would be problematic if it was a really outlandish claim and I was the only one who brought it up, but that's why you have all the other responses by other posters who say the same.

Now this is where extrapolation comes into play - if we're saying "Ew, everyone who uses the sniper smiley is dumb."
I don't think that is necessarily the case, though. As long as your posts are otherwise legible and reasonably reasonable, a sniper smiley won't really label you dumb.
But of course it begs the question why you would use it to begin with. Apart from the occasional thread on guns or ego shooters there really aren't that many topics here where a legible and reasonable post could conceivably be calling for a well placed sniper smiley - after all, smilies aren't usually used simply as meaningless garnish. If they were, there'd be no need to have different ones to express different moods.

That seems like a good explanation for its appeal, I've never considered that. But, again, that's nice and all, but there really wouldn't be many posts where you could use it in a way that was not simply meaningless garnish.

As for putting it in your sig, go right ahead. I think there are one or two other people who have one in their sig. The main problem you'll run into with that is not being labelled dumb but being labelled somewhat annoying because most people hate animated gifs in signatures.
