To be fair, UK soccer hooligans are about as violent as you can get minus the guns. They'll tear up pretty much anything and beat people to a pulp if given a chance when in riot mode.
American rioters though, there's a good chance that quite a few of them carry firearms. And Molotov cocktails.

I've been to America, UK, Germany (West and East a year after the wall fell) and Switzerland.
Gang violence is a lot worse in America than any of the others. So are belligerent drunk drivers for that matter.

Only in the sense that they are better equipped to deal with unexpected physical violence. At least the ones who have been at the job of street patrols longer than a few months.
Firearms proficiency, no idea, but from what I understand, American police have terrible aim.

So If there was a deathmach 5 US against 5 German/Swiss/Belgium.. Cops I would bet on a tie. (almost all dead)
BTW, The uniformed cops that stopped us on a Brussels highway had Uzi type machine-guns.
6 Cops, 6 machine guns and 5 of them pointing at us.. the 6th cop was asking for IDs + other questions.
Yes I am aware they say British uniformed Cops dont carry weapons, but you should not assume its like that in the other European countries... and British cops in Belfast are probably armed with Uzis too.

Firearms use isn't like riding a bike you know. You have to keep up practice on it or you'll lose proficiency. From what I hear, the US police on average don't really get very much practice on the range. If the European police get even less practice on the range, then their aim will be worst. Even worst if you're going with a one handed machine pistol.
Why? because all the Cops Ive seen in the US cities carry handguns.
Service revolvers you'll find common issue in all standard police services where they are are allowed to carry firearms

From your description, I'd say they were doing some kind of roadblock and searching for suspects, possibly armed and dangerous ones. Police in those situations generally get heavier weaponry than service revolvers.
You can't compare a beat cop to those doing roadblocks.

I am saying that the policemen involved shouldn't be handcuffing her in the first place.
It is an overtly aggressive way to escalate as minor an issue the police can involve themselves in.
option a: "you are out after curfew. please get in the car, we are taking you home"
option b : handcuffs, tears, armtwisting, bites, punches and pepper spray.
if a fails, b may become necessary, but they didnt even try a.
Whenever someone is detained/arrested/put in the cruiser in the US for committing a crime (no matter how small the offense), they are handcuffed. It's a safety factor for the police officers, to prevent the suspect from becoming violent and injuring an officer or other people that may be around.

This is off topic, lets just wrap it up by saying getting shot at is much more dangerous then getting stuff thrown at you by rowdy drunks.
No, it's not off topic. A slam was levelled against European cops because police in the UK are not normally armed with guns, saying they would be 'eaten alive' by American suspects because of their not being armed; it's being pointed out that anyone who can and does wade into the midst of a mob of missile-hurling, punching, stomping, improvised-weapon-wielding hooligans with a nightstick is not precisely ineffective but trained well to deal with the situation. Once you bring it up, you don't then get to dismiss all responses to the claim.
Bringing it up and dismissing it as off topic when you get an answer you don't like is not very intellectually honest.
That makes as much sense as the lad who, without knowing anything about American laws, insisted that a misdemeanor was not a crime and therefore was not subject to arrest.
