do you think that petty vandals and small thieves that are caught vandalising should be fined £20 on the spot and forced to clean it up and do 200 hours of community service

I voted no. They should be fined more than £20 ;)
totally depends, but if the're belligernt or fanatical besides, a good public flogging might be more effective.
SOME of what is CALLED vandalism might actually be a public service.
this would depend upon both aesthetic considerations and the avoidance of impairing usefulness and functionality of infrastructure.
nothing is all one thing, just because one name is applied to it.
there are definately things i would like to see people publicly flogged for, like destroying bus and tram stop benches and shelters.
and when people tag/wall scroll/graffittoe, something, i think if its just their name to say "hay look at me, ain't i a big deal", well i think that's a bunch of crap, but if the're actually saying something to make people think, or creating art to liven up an otherwise dead space, then i think that would be something positive, unless it is obscuring/desicrating something ancient and sacred. then, in the latter case, of desicrating ancient indiginous markings, places, then i don't consider that petty at all, but down right fellonious.
on yet another hand, someone pealing off pealing pain on something that needs to be cleaned up, stripped down and repainted, again this is a case where thy are preforming a public service by calling attention to the need for this to be done and done right.

They should be stripped naked, swatted with pies for ten minutes and sent on their way naked and gooey. *nod*
Make them clean or repair the damage they did, or pay for it to be cleaned or repaired. Simple :)
Though the naked pie thing is good too. Maybe both.

selectively. my whole point is against the arbitraryness of lumping such diverse considerations under a single name, with an inappropriately singular wide brush stroke applied willy nilly against all of them.
i don't quite see a relatively nominal fine as accomplishing anything other then raising the resaulting revinues. (if it doesn't even cost as much or more to enforce)
some cases they should be PAID the 20lbs, some cases serve durance vile of six moths or more. it's really all over the place depending on REAL SPECIFICS.

So, do we want the hooligans who break a bottle on the street so as to damage the tyres of those passing by to be fined with the same amount of money as people who paintspray a moustache on an 18th century painting? It's all vandalism anyway...
Personally, I am against retalliation. So they would just have to reinstate the damaged object to its previous condition. If it is an object worth 20 million dollars, than they'd have to come up with that amount. If they do not have it, then they'll have to give three quarters of their earnings to the owner (regardless whether a private owner, a corporation or the state) for the rest of their lives.
But if it is just a plank in a fence they kicked and broke, worth 2.50 Euro, than that's that.

depends usually a plod waving a finger will be good enough, but if its some major graffiti project then making them clean it off seems fair
and what make you think people walk around with £20 notes  (though if you a millionaire it would be interesting)

Especially the sort of people who are most likely to be caught in that act of vandalism.

Most petty vandals don't have £20 to spend, or they'd be doing something better with their time.

I may have voted yes, but that was because I approve of a punishment of this nature. However, I also think that someone should be employed to spray paint their house or wreck their house, see how the vandals like that. Plus, while they are cleaning up, a :sniper: should be on hand to fire warning shots case they don't work properly. Also, if they keep wrecking people's hard earned stuff and lives just :mp5: the b******s!!!

Simply making vandals work may be seen as undoing the damage, but I think it would be better if we could turn them into the type of people who wouldn't do it again.
I feel the urge to vandalize public property while taking a shit all the time. I was going to take pictures of all the awesome bathroom wall writings and turn it into a coffee book of sorts, but the janitors got rid of it.

no, i think petty vandalism would occur less if there were no penalty. most of the fun of petty vandalism is in the risk of being caught and being punished, if the punishment doen't exist what's the point? alternatively, move from punishment to societal rehab, watch'em try and make that cool.
They should be stripped naked, swatted with pies for ten minutes and sent on their way naked and gooey. *nod*
