Thief steals toilet paper from public toilets.
This is weird. A thief is stealing about six rolls of toilet paper a week from public toilets in WI. I hope it turns out to be some elderly person on SS and the courts will give them maximum time in jail so they will get their medication, medical attention, meals, and toilet paper for free.

FOND DU LAC, Wis. (AP) — Someone is either too cheap to buy his own toilet paper or planning a big prank.
Fond du Lac County Executive Allen Buechel said someone has been repeatedly stealing toilet paper from the men's public bathrooms at the Fond du Lac City County Government Center since June.
Buechel suspects the person comes in once or twice a week around midday and gets about six rolls a week from dispensers. Some rolls weren't even full, he said.
The thefts haven't been a big loss.
"We don't buy the best toilet paper," Buechel said.
He expects the thief to get caught. "Someone is going to walk in on him when he's doing it and we'll catch him," he said.
Courthouse officials are on the lookout for suspicious activity.
County sheriff Capt. Dean Will didn't return a call for comment Friday.

I think using that kind of thin and rough toilet paper you get in public bathrooms at home might be punishment enough.
Edit: Ugly sentence is ugly.

If I was poor and couldn't afford toilet paper I would steal it any and every day. Who's gonna stop him, they're public toilets, it's not like anyones watching them.

Might be a prankster who sits home alone at night glancing at the toilet paper hung like a trophy on a wall and every time they glance at it they giggle at the thought that if they keep doing this long enough then sooner or later someone will take a dump before checking if there is any paper.
One of my friends pulled a prank with some of his friends in undergrad where they got into most of the dorms on campus and hid all the toilet paper from every washroom on every floor.

He's probably some demented individual who feels like he's a roll of toilet paper trapped in the body of a man and, because he's so disturbed, steals rolls of toilet paper and wears them as a suit.
Sort of like a hilarious Buffalo Bill Lite.
Well, I think it would be funny.

Wait... technically this isn't stealing as it's a public toilet and you're allowed to take the toilet paper - it's just no one ever said there a was limit per person per 'visit'.

Slow fucking news day that sort of thing happens all over ... I used to work for a nursing home that had it happen
Poor college students and workers do that sort of thing all the time
Toilet paper in most public parks in my hometown is locked to the wall. A year or so ago, when I couldn't afford toilet paper, I took about two days worth at a time from the nearest park. Then I got a real job and could afford tp again.
You know, I've stolen at least several hundred straws from McDonalds, but I've never taken toilet paper from a public restroom. That stuff is rough.

So you use the straw-wrappers instead?
So you use the straw-wrappers instead?
Thankfully, we get it for free. And it's actually better quality than the stuff provided for the public restrooms on campus...
Although straw wrappers would work, although I don't particularly want to think about the mechanics behind it.

Otherwise, just go use the public restroom at a mall or library or something.

true, but you're not supposed to take the cardboard core. that's for the janitors to take home for their kids to play with. that theif is denying some kid his daily toy! :( :DActually he probably can't take the cardboard roll home as they would be (a) stealing from his employer, and (b) violating health and safety standards - apparently the cardboard rolls are considered hazardous waste or something.
