An fascinating concept.
Now, do it in a skyscraper that's actually burning and occupied by more than 20 people who will in the face of smoke and flame remain calm enough to wait in line for the elevator.
Speaking of which, this seems to go against the whole "DO NOT USE ELEVATOR IN CASE OF FIRE" idea. Sure, this is an elevator specially built for the situation, but the unloading process at the bottom of the building still leaves other cars filled with people suspended in the air against a burning building (from which the system is anchored and suspended, of course) while they wait to be unloaded. A stairway unloads much more quickly and isn't suspended in the air by cables.
It's still a neat idea, but I remain skeptical.
EDIT: On second thought, this is an excellent way to quickly and easily evacuate the handicapped, like the man in the wheelchair. It is the idea that it can evacuate the rest of the building occupants quickly and easily that makes me skeptical
