Does anyone know how I can disable the dial-up connection on Vista so I can get rid of that annoying pop up that I get asking me to connect to a Dial-Up window?

Try start-um I think it is network connections or something in that vein, then it should list all your connections then you can just right click on Dial-Up and select disable. If it was removed from the Startup menu in Vista (I honestly dunno as I have wireless and everything I need sits in the system tray), try the control panel.

You don't say.

I'm just making sure I have the right window in mind.

As far as I remember the setting is in IE under internet options, under the connections tab. Choose 'never dial a connection'. I had a problem like this with Firefox a week ago. Firefox was always trying to dial a connection through my mobile phone (which wasn't present).

edit: you can also find Internet Options in the Control Panel under 'Classic view'.

Yes

Control Panel -> Internet Options -> Connections -> select "Never Dial a Connection".

Or

Control Panel -> Networking and Internet -> Internet Options -> Connections -> select "Never Dial a Connection".

It depends what view you have Control Panel set to (Home or Classic)

That window will never show up. Although, on the other hand, if you do actually have a dial-up 'net connection, you won't be able to connect. If it's broadband you'll be fine.

If you never want to use dial-up, then open "Network connections" and delete any and all dial-up entries. (Control Panel home, type in search box "Network connections," click "View network connections" in search results)

If you do use dial-up every now and then, like I rarely but sometimes do, then, well, I have been trying to solve the problem of the recurrent dial-up box and have found no solutions for it other than to just deal with it... if anyone knows how to stop the dial-up boxes without deleting dial-up entries, that would be much appreciated.

Ok I deleted it, thanks. :)
