Minor point:
Phosgene isn't really a nerve gas. It's a choking agent. While it is a war gas, it's not a nerve gas.

Never underestimate the stupidity of a bureaucrat.
My father had a small container of nerve gas in his laboratory - when there was a government inventory of the labs, the brilliant people demanded that he open the container so they could check if there was actually anything in there.
