without a doubt the ideal form of decision making would be one on the basis of autonomy with decisions being made by the people involved, with neighbors being consulted in the case of the outcome of the decision concerning them, and all that on a voluntary basis.

during the transitional period, that is to say the present state of the world, where many people (still?) believe their happiness/security depends on their controlling as much money/power as possible, perhaps a strong government/state ought to be in place to secure general adherence to the basic principles of communal life.

very possibly none of the governments in place today are such a kind of government but some and very some may have caught on to major aspects of the general idea and tried to implicate measures to accomplish something within this scope of vision.

I firmly believe the founding fathers of the United States envisioned just such a world coming to pass and the Constitution's provisions of a limited government are the only way to achieve it. Well, let's amend that to the best way to achieve it.
