He's officially resigning, but I doubt he'll stay out of politics for a while. The party needs a thinker like Rove more than the President does at this point. My guess is Rove will be trying to help the Republican candidates for 2008.

What It Means (tm):

1) He is "officially resigning." He will probably stay in the WH for some time after August while they "look" for his "replacement." Unless, of course, his replacement has already been picked and it's some toadying sycophant (read: personal friend) of his.

2) Even though he is no longer an advisor to the President, Bush will still order him not to testify before Congress on any issue, claiming executive privilege.

3) Rove is seen by the Republican party as a political liability and this is a concession made under extreme backroom pressure. EDIT: NO, SCRATCH THIS. SEE (5) BELOW. MUCH MORE LIKELY.

4) Rove got a BIG book deal.

5) Not working for Bush anymore means he will be free to engineer the campaign of the next Republican candidate.

I think Karl Rove is among the most evil pieces of shit to ever adorn the political stage in this country. I don't feel that way about Bush, I just think he's a simpleton who got in over his head and was too incompetent to do anything well. Rove, on the other hand, is an unashamed liar and a cheat and he should suffer for what he has done to our country and our world. If he told me he was dying of concer I would laugh and tease him about it mercilessly until he died. :)

Thrown a few subordinates to the shark, yes, but not jumped it. Rove is still sharp when to comes to elections and short-term public opinion manipulation, so I imagine the Republicans will have him helping out whichever candidate faces off against the Democrats in the election. Behind the scenes, of course, as a "consultant" so that the party can wash their hands of him quickly if they need to.

Bush is discredited, but Rove can probably distance himself from that clusterfuck of an administration pretty easily. If the whole Libby indictment showed us anything, it was that all scandals aimed at Rove would be intercepted by willing lackeys, ready to spare him the blame. Rove will just work in the background once the media stops paying attention to him and pull strings from the shadows like he did in the first term of Bush's administration.

The one thing that Rove is very, very very good at is moibilzing the base. He found beautiful 'wedge issues' that got right leaning voters up off their butts and into the voting booths. Whatever other legacy he leaves (and I think it will be a BAD one), you have to respect his grasp of his political strategy.
