it is the terrorist group that GI Joe fights against. Except instead of making their own hardware like in the cartoon the west gave them a lot of it. So prolly someone with connections to Syria or Iran would be Destro.

I don't think bush gets to be anything since even when it was his time to fight he hid in the guard and even that was to dangerous so he got lent out to help some politician run for office. Cobra Commander has a hottie niece maybe she could be the Baroness...not sure if she would find Oliver North/Destro attractive though.

COBRA is the name of the British government's emergency committee. Well, it's actually the Civil Contingencies Committee, but it gets called COBRA because it's held in Cabinet Office Briefing Room in conference room A. The media just calls it Cobra.
