I, in all my infinite wisdom, have become confuddled. I am not sure about othe countries, but here in Canada the age of consent for sexual activity is 16. Now, my question is, If a 16 year old may engage in sexual acts then why are they forbidden to watch pornography under law until they reach 18?

Yea, but porn may get their hopes up and expect to have wild crazy sex when the Pizza/Plumber/Cable/other random service person comes over. Or that their sexy co-worker may want to have naughty office sex, thus leading them to a lifetime of disappointment in the sex department.

Hmmm let me guess something: it's the same reason why you can not buy a cell phone without your parents' consent at that age? Because you are not fully mature. So it is not an issue of to screw or not to screw but it is an issue about being old enough to understand what a contract means.
