Technically doesn't he still have to be appointed by the reigning monarch? Being leader of the party holding the most seats doesn't automatically confer the role of PM/First Lord of the Treasury, no?

I find that a good measure is to ask them a straight forword question and see what shit they come up with in answer. I'm looking for a stright short answer, heh or even an answer to the actual question asked here.
