What is it?The human genome and the characteristics it brings. In short, everything that, biologically speaking, "makes you human".
Are there parts of it that cannot be repressed?Your human nature does not change - unless you mutate, or gene therapy would be employed. Rather, the ability (which individuals seem to develop to greatly varying degrees) to control much of your behavior (though as is apparent - just try - you can't by any stretch of imagination change all that many of your characteristics with will alone) is part of it.
Now, as for controlling the way your own thought and behavior works, thought within limits, there is plenty that can be done. To put it in computer terms, while the hardware remains the same, the software can be extensibly modified.
