non-territorial government

is there a way to create a non territorial government which can have all the authority of a real government? I guess the PLO is kind of like that, but i'm not sure how much governmental power it has, and i'm not sure about its power to levy taxes. A government like this could hypothetically rule, say, over the catholics and a different one over the protestants in northern ireland. Or anything of that sort. Any way that it's possible?

What about the Middle Ages where the Pope had almost unlimited power over the Christian nations in Europe. He did order the crusades after all.....
