The IRA only really blew stuff up in the UK (and that does include Northern Ireland) and their weather is actually OK.
Britain was 29th - the lowest of the pre-expansion EU nations.

1. The United States of America - We INVENTED freedom!
2. Liberia - Founded by Americans who uh... Well they were still Americans damnit! And Liberia = Liberty? Clever eh?
3. Israel - America loves Israel, they love us back, therefore, they love freedom as much as Liberia and the US.
So that just about sums it up.
