You'd think there could be something we could do with the exhaust/dust/etc. without pumping it into the air... underground tunnels or something.. I don't know.

The planet of Vetalia is an industrial wasteland, destroyed from centuries of reckless economic development. Not only can't you see the sun, but most of its water has been replaced by pools of toxic sludge. The biological life that still survives outside of the cities is mutated beyond recognition, from the purple grasses laced with heavy metals to the radioactive, wandering fungi and all manner of horrifying animal monstrosities.
The entire population lives inside shielded arcologies, with the biological population having long since fleeing to our colony worlds. So, it's all inorganic inhabitants on the actual planet.

I didn't mean it that way, but they're acting as if they've never even so much as heard of anything remotely like Linfen before.
I mean come on, even many towns in Eastern Europe are that bad. Pretty much every place that is behind technologically and economically, and uses coal power along with producing steel, is going to have terrible pollution.
Yes, it's despicable, but Linfen is not unique.
