Who is it?

My vote goes to Francis Albert Sinatra.

Frank Sinatra entertained audiences through seven amazing decades. Let's face it, he made Vegas.

In what context, and to what criteria?

I daresay an opera singer of greatly esoteric reknown would win in terms of quality, whilst the common morons would select somebody along the lines of Elvis.

Personally, I'm gonna have to go with Sinatra.
