I genuinely think the penis should be revered - it is something that God gave man in order to take part in reproduction whilst experiencing intense pleasure. It is a beautiful thing with what is actually an amazing capability when you think about it - to create life, when combined with a vagina (which I also believe should be revered for similar reasons) - it's not something that should be treated with contempt.

most likely for the same reason why people who try to buy (get/whatever) a prostitute get on the list. the sad part is, is that if he gets on the list, in a few years he will be beat to death by people who think that he got on the list by raping people or molesting kids.
