War? That's easy! All one country has to do is declare war on another country. To win, usually it merely takes surrender of a country, though ensuring that surrender is a lot of hard work and usually results in the loss of thousands of troops, large amounts of military equipment, and money.
As for money, just get a job! It's really easy. You go to a business and ask for an application, then fill it out and submit it. If you're qualified and the manager thinks you're good for the job, you're in!

Wait...you weren't asking about how war and money works on NationStates were you...? Because neither one exists in the game.

It does exist in the roleplaying forums, though, if that's the sort of thing that interests you. I suppose your best bet would be to go to the International Incidents forum and ask there.
But don't blame me if they eat you. I stick to General; I do not understand the strange ways of the role players.
