Wouldn't know, but I've felt like that without alcohol frequently.

The only buzz I've ever felt is a relaxed sensation after exercise, so...I'd say it's not the same for everyone.

I feel better, more relaxed, a little stupid, but I like it. ;)

Unless it's the afterbuzz the next day - then not so good.
