What's behind Halliburton's rush to move to Dubai?

It's perfectly natural that a corporation whose main source of revenue is Middle Eastern oil would want to locate their headquarters as close to that source as possible. Prior to the triumphant march of democracy that began in that poor, benighted region in 2003, this was not possible or at least, not safe. Now that Saddam Hussein has been removed from power and has met a just end, there is very little danger to western businesses. True, there are still a few disgruntled Ba'ath Party holdouts but they will soon be dealt with by Coalition forces and the increasingly self-sufficient Iraqi security forces. I'm surprised Halliburton waited as long as they did.
