Well, to sum it up:
He's a fictional character. This makes it difficult for him to ever becme president, prime minister or leader of anything except fiction.
If he were real, then the whole deal with 24 being a torture advert would in fact be quite relevant and while on one hand he isn't a hypocrite, he is not the type of person you want, if you oppose the use of torture.
And finally, Chuck Norris beats Jack Bauer any day. Roundhouse kicks, no torture and blatantly superior!
