I believe Maliki is a tribal name. So the man might be related to Noori al-Maliki, but more likely he is not, but rather owes allegiance to the same tribe. Tribes are different depending where abouts in the Arab world you are, some of them are huge, but loose and solely hypothetical, while others are smaller, but much more closely knit. I'm not sure which the Maliki are.
