Regularly. The murder rate here in Japan is rather low (but probably undercounted), but when it happens, it tends to be horiffic.
How about this: brother murders younger sister, dismembers body, cuts away her breasts and genitals and puts them through the garbage disposal, bags up the body for the rest of the family to find when they get back from the holidays, steals her underwear, and heads off to study camp. To make it even better, she was an aspiring starlet and pin-up model, who'd stared in a adult movie with incest themes, and was concerned that her brother had incest in mind.

Good old Seito Sakakibara - "cured", out, and about now, whereabouts unknown (http://www.crimezzz.net/serialkillers/K/KOBE_school_killer.htm). :( (Gory details of that case - he apparently cut the mouth all the way back to the ears and cut Xs accross the eye sockets.)
The finest story of (modern) Japanese murder is either Issei Sagawa (http://en.wikipedia.org/wiki/Issei_Sagawa) the cannibal killer who was freed after 15 months (http://www.crimelibrary.com/serial_killers/weird/sagawa/11.html) and became a minor celeb, or Sada Abe (http://www.japantoday.com/jp/book/218) the woman who strangled her lover, emasculated him, and carried around his penis in her purse (and famously objected only to being called a pervert).
