Is this a joke?

Now, first of all, I can't tell whether this is a joke taken too far or if they're actually serious. Judging from the type of people that can access the internet, I would take this with a grain of salt, but it's still entirely possible that it's true.

Secondly, note the complete lack of sources :p

Thirdly, at the bottom, it mentions surgery. It talks about it as if it were harmless, mentioning that in the West, female circumcision can be done under sanitary conditions with anesthetics. However, they completely fail to realize the fact that Anesthesia is dangerous (http://expertpages.com/news/mortality_anesthesia.htm) note especially:
the rate was somewhere in the vicinity of 1 death related to anesthesia for every 10,000 administrations in otherwise healthy patients. which has now fallen to the mortality rate has fallen into the range of 5-6 deaths/million anesthetic administrations.

But that's at a rather large costs, and if this is serious and they seriously advocate doing it to every female, then at the assumption that 50% of the population is female (rough estimate) and with about 300 million people in the US, then assuming that every female would then be circumsized, that'd still be 150 million people, which is an unacceptable 750 deaths, at the very least, not to mention the massive costs associated with the reason behind why the death rate is so low.

So, what do you think? Is this a serious webpage or just meant to rouse the ire of people who think that this is completely ridiculously? Maybe both?

When it's a real (US) government website, whatever the beginning part of the address is, it will always have a .gov extension (which may or may not be followed by a forward slash plus another word - however the .gov extension will always be there, eg. www.departmentofsomething.gov/information)*
