Given that in the case of Russia, the capabilities don't matter, because the missile shield is limited. A small handful of missiles could be stopped, say, three or four, not 500.

Sorry BushyBoy... too late. Russia ALREADY fields a lot of Topol-M missiles. No way they can be intercepted - they aren't totally ballistic, they make evasion maneuvers. And they're increasing their Tu-160 fleet, not just building it from start.
Also, you might remember that the SALT/START treaties signed between USA and CCCP included the possibility for the Soviets to build anti-ICBM missiles to protect Moscow and Leningrad (the SA-12 iirc). Do you think that in the last 30 years they've done nothing to improve them?
