Is it possible to make a limited string of characters that is hard to remember?

Since we often remember things by association, I think it'd be more correct to say that you can make strings that are easier to remember for some than for others.

I'm not entirely sure what you mean by a string that is "hard to remember". Is this a quantifiable property of a set of characters?

No, it's quite easy to remember a ten-digit string, regardless of the characters of which it is composed. To increase the complexity, it would be best to integrate the numbers and letters rather than having long strings of each separate from one another.
