He doesn't. That's the joke. It's portraying Bush as so stupid that he doesn't even know who the UN SG is.
Admittedly it's a lame joke, but it's hard to do much with Kofi Annan's name. Secretary-General jokes were funnier when Boutros Boutros-Ghali held the job.

I thought it meant something like 'Would you like some coffee, sir?' With Annan sounding like some disused slang for sir or whatever.
