For all time, I'd pick a tie between the US and UK. Current scene I'd say either Europe, or South America.

Well, I personally have been a fan of Canadian music, particularly from Nova Scotia, for some time. But my tastes in music are shared by a small minority, so I don't really expect anyone else to agree with me. Nor do I care if anyone else agrees with me - there's little point in arguing what kind of music is "best", given that tastes differ so much.
I have also been accused of being the only person in the world who likes Danish folk music. Admittedly, I haven't heard much of it, but the two guys I did hear playing it the one time were pretty good.

It's been exploding continously for between 10 & 15 years, which is prolly why it's a generally a breed apart from what's found elsewhere.
The downside is that apart from Sweden, the ongoing explosion has more or less killed everything else. You can probably guess my feelings about that :p
America! There is no contest.

You are right. and the Beatles are British also. I still contend that America makes the best music because most of the music that I like is from america.

So? Most of the music I like is made by white boys with guitars and/or computers. Does that mean that guitar-led rock or electronica are the best genres of music? Not necessarily.

In terms of Western Classical music, possibly Vienna would be the most important: the first set as someone mentioned above, and the second set being Schoenberg & co in the 1900-30s. Post-WW2 America had many of the significant developments, New York and San Franciso especially, along with the Darmstadt school in Germany and IRCAM in Paris.
In terms of Popular, I've always felt British music is slightly 'ahead' of the rest of Europe, but really, its likely people will just think that their own culture has the best music scene.

I am tempted, if only due to greater familiarity, to say the UK. Not only do we have a burgeoning hardcore, metalcore, emo and scene scene (BMTH, Kids in Glass Houses, Flood of red etc), but UK indy remains both strong and inovative (Biffy Clyro, new Bloc Party etc.). Moreover, bands like Enter Shikari provide cross-genre innovation, and Hadouken and the like present an insight into the amalgam of white culture and hip-hop.
However, I do take my hat, metaphorically at any rate, off to the USA, for such bands as CIWWAF, Hit the Lights, DCFC, Avenged Sevenfold and Lupe Fiasco.
UK. There are some fantastic British bands about nowadays; Biffy Clyro, Mogwai, 65daysofstatic, Oceansize, People in Planes, The Go! Team, Gomez, Sucioperro, Muse, Radiohead, Orko, Elbow, Hundred Reasons, Idlewild....that's just off the top of my head. Most of the music I listen to is British, a massive change from even a couple of years ago.

Senegal, in case you haven't checked, has one of the most amazing music scenes anywhere. Check out the late, lamented Ali Farka Toure, one of the greatest guitarists to play in any style. Even the club/dance music there beats anything coming out of Europe or North America.
I don't know a lot about Uruguayan music, but I'm sure someone's making it...

Each to their own. To me, they seem like an average metal ban with the gimmick that they occasionally (and somewhat clumsily) throw in a bit of trance. A lot of bands do the rock/metal + dance thing a lot better IMHO.

Here's a story:
About 9 months ago, they played Leicester. A friend of mine, a self-confessed lover of Hundred Reasons, no less, asked me if I wanted to see them. I'd never heard of them, so I had a look online for some songs, found some, and gave them a listen.
They were whiny crap that a tramp would have been ashamed to pass out his/her arse. I told my friend such. He offered to pay for my ticket. I agreed. After all, they were apparently good live.
My view of the gig was a bunch of 15 year olds whipped into a frenzy by a decidedly average band, then chucking themselves around like it was a Hatebreed or Sick of it All gig.
The mix of post-hardcore and trance(-ish) really doesn't work. Admittedly I don't particularly like either genre to begin with, but when put together it sounds like an abomination direct from Satan's bowels.

I suppose so, I just think they do it better, and the alloy of melody, scream, thrash and rhythm is effective.

I disagree. I'll concede I'm not a huge fan of pretentious scene kids now into "nu rave" and "emo" because its fashionable; primarily because I've been considered emo for years, and resent being seen as a fashion adhering shallow bastard. However, Enter Shikari are actually good as a live act in a small venue.
Just an opinion, but they played the Twist (I'm assuming you know this place in Colchester) and looked bloody good.

They're not particularly good. They're competent and sound half-decent. The problem is that the people who go to see them seem more intent on jumping around like wankers trying to injure other people than actually listening to the music. In a larger venue, this wouldn't be so much of a problem, but if 100 out of 200 people at a gig want to do that, it's difficult to enjoy the band because you're trying to avoid fists and feet.
And the band fucking encourage them. You wonder if any of them have even hear the term 'mosh etiquette' let alone know what it is.
