Consenting adults

I was reading the "Not another gay thread" lower in this forum and came upon an interesting reply:

"If it concerns any number of consenting adults behind closed doors (...)"

My question is, what makes someone an adult? Why is this generally left for the government to decide? In most countries people can't drive, drink, vote, smoke, have sex before some age... be it 16, 18 or 21. What gives the government this kind of authority over someone? And why this values? Why not consider an adult someone older than 32.7 years?

Most importantly, does the number of laps around the sun really measure someone's maturity? I think its just as effective as using people as thermometers... Your opinion?
