Hypothetically speaking, if this wasn't photoshop, and it was truly a question of which came first, it would definitely be the pole, judging by the way the barrels appear to be slightly buried into the road. Or perhaps the person poling the road was having like this major shitty day and he was all like "I'm going to pole the fuck out of this road" and he just slammed the pole in real hard. And maybe his wife was sleeping around or something and he just got so pissed that he defied material science and used the plastic to drill a hole into the road, so that he could have a place to keep the damn barrels. I hate barrels.

A plausable explaination:
They accidentally fitted cable which is too short to link from the edge of the road to the next pole, so temporarily moved the pole (and shortened the length the cable had to stretch) until they're able to fit a longer extension. Perhaps the cable carries power/phone lines which were at the time considered too crucial to disconnect.
Now, as to why there aren't any warning markers? I have no idea.
