Canadian vs US dollars, with different exchange rates etc.?

True, but American businesses also accept Canadian coins. I've seen them used once in awhile in California. But we don't have the same arrangement with any other countries.

The US could mitigate this threat by accepting all Canadian currency at par. Then Canadian cons would get spent and not stay on their targets for any length of time.

No they don't. US businesses can decide to accept Canadian coin, they can also decide to accept bananas, but there's no agreement that they have to accept Canadian currency (and since it's worth less than US currency, they lose value).
And if you're that worried, wrap your money in foil, that'll work.

I may finish working on my Great Canadian Conspiracy this weekend, based on true facts about our northerly neighbor, Canada.
In this case, I have always wondered why Canadian coins are minted to the exact dimensions as US coins. Oh yes, you can use Canadian coins on US vending machines, which means that you pay less for the item than if you used US coins. On top of that, historically, the greatest majority of spies and terrorists that enter the US come thru Canada. Maybe we have our fence on the wrong border :)
They come across our borders with no security check whatsoever, no travel documents, and how can you tell a Canadian in the US? You can't...they are tall, white and speak English, whereas Hispanic ones are short, dark skinned and no habla Ingles!!!

It also mentioned a case of a female foreign spy seducing her boyfriend to steal secrets, so by that logic Americans should also refuse to have sex with females.
Seriously, this isn't something done to randomly spy on just anybody. These were specific targets. If they weren't disguised as coins, it would have been something else. The only reason they were Canadian coins was because their targets were in Canada at the time.
